O R D E R :
The Indira Kranthi Patham (IKP) Project is under implementation in
convergence with Health and nutrition departments in 4 pilot mandals identified
in 22 districts (@ 2 per District). It was decided that the project will support the
communities in development of a cadre of health and nutrition activists selected
within the communities and provide necessary trainings to build the capacities of
health activists intern the communities for improved health and nutrition seeking
behaviours by creating awareness of the existing programmes. The health
activists identified from every village organisation were trained by Dr.Arole at
CRHP, Jamkhed and working since one and half years in the pilot mandals of the
project as Health Activists. These activists are undergoing regular monthly
trainings at mandal level mainly on preventive and promotive health care
measures that will reduce their expenditure on health.
2. Under Reproductive & Child Health Project-II, it was proposed to
appoint one Village Health Worker for every 1000 population as per the norms
mentioned in the reference second read above. In this regard, the members of
women groups representing village and mandal level have given their
representation for consideration of the existing health activists from the 45 HN
mandals to be considered under RCH-II and to avoid confusion at village level by
having two workers separately under IKP and RCH-II. Further, to implement the
health and nutrition interventions proposed under IKP, issue of necessary orders
is the prerequisite to operationalise the activities in convergence with the
department of Health and Family Welfare proposed under RCH-II. In this
regard, after careful examination of the demands represented by the members of
women groups in the reference first read above, the following orders are issued :-
I. FIXED NUTRITION AND HEALTH DAY (NHD)
The concerned PHC Medical Officers are expected to participate in the
preparation of the schedule for Fixed Nutrition and Health Day (NHD) in all the
villages in consultation with Mandal Samakhya members, Health activists and
Health Sub-Committee Members by taking ANM tour schedule into consideration
and also ensure that the ANM attends and deliver the services as per the
schedule decided in all the villages.

II. PARTICIPATION IN REGULAR VILLAGE ORGANISATION, MANDAL
SAMAKHYA AND ZILLA SAMAKHYA MEETINGS
Regular participation of ANMs in Village Organisation Meetings, PHC Medical
Officers in Mandal Mahila Samakhya meetings and DM&HO in Zilla Samakhya
Meeting shall be made mandatory. This will help to bring the issues of concern
by the SHG members to the notice of officers and demand for midcourse action
as necessary.
III. Release of funds through Village Organisation/ Mandal Samakhyas/
Zilla Samakhyas
• Release of Rs.1000/- to pregnant eligible under Janani Suraksha Yojana
shall be made in the presence of atleast one member from the Village
Organisation.
• Management of Ambulance shall be given on priority to Mandal
Samakhyas in all mandals under IKP and especially in 45 HN pilot
mandals
• Case managers recruitment shall be made through Zilla Samakhyas under
Indira Kranthi Patham and the necessary budget under RCH-II shall be
released to Zilla Samakhya.
3. The Commissioner of Family Welfare, AP, Hyderabad shall take
necessary further action in the matter.
