O R D E R :
In the reference first read above, Government have issued
administrative sanction for the intervention under the RCH-II Project, free travel
facility in the Andhra Pradesh State Road Transport Corporation (APSRTC)
buses to pregnant women from Below Poverty Line from rural areas in the State
for antenatal checkups for three round trips in the nearest Government/ Private
Hospital/PHCs etc., to reduce the Infant Mortality Ratio (IMR) and Maternal
Mortality Ratio (MMR), following the guidelines issued in the Government Order
and accordingly the Commissioner of Family Welfare, AP, Hyderabad has been
permitted to incur expenditure for an amount of Rs.1.00 crore (Rupees one crore
only) per year as agreed by the APSRTC, during the project period 2005-2010, to
implement the scheme.
2. In the reference fourth read above, the Commissioner of Family
Welfare & Ex-Officio Principal Secretary to Government, has stated that after
detailed discussions held with the officials of APSRTC, an Memorandum of
Understanding (MOU) has been signed and an amount of Rs.150.00 lakhs has
been paid to the A.P.State Road Transport Corporation (APSRTC), Hyderabad.
He has requested the Government to issue orders ratifying the action of the CFW
in having incurred an expenditure of Rs.50.00 lakhs in excess of the amount
approved by the Government.
3. The Government, after careful examination, hereby ratify the action
of the Commissioner of Family Welfare, AP, Hyderabad in having incurred an
expenditure of Rs.50.00 lakhs (Rupees fifty lakhs only) in excess of the amount
of Rs.1.00 crore approved by the Government in the Government Order first
read above, under the given circumstances where the number of beneficiaries
have increased from 5.0 lakhs to 8.0 lakhs per year duly meeting the expenditure
from the available funds under the RCH-II Project Flexible Pool of Funds.
