ORDER:



In the G.O. first and second read above, orders were issued accepting the decision of Indian Nursing Council, New Delhi that no essentiality certificates shall be issued for establishment of Nursing Schools from the academic year 2006-07 and that the existing Nursing Schools in both Government and Private sector be upgraded to that of Nursing Colleges in a phased manner by motivating the private managements.



2. In the reference third and fifth read above, the Secretary, Indian Nursing Council, New Delhi has informed that the Indian Nursing Council resolved that upgradation of School of Nursing (GNM) to College of Nursing is to be kept in abeyance, keeping in view the expansion of health sector, requirement of large number of nurses in National Rural Health Mission (NRHM). However, if the institution is willing to upgrade the School of Nursing to College of Nursing, their proposals will be considered by Indian Nursing Council.



3. The Secretary, Indian Nursing Council has, therefore, requested the State Government to reconsider of accepting the proposals to start School of Nursing, subject to the condition that institution have adequate clinical facilities i.e. 1:5 student-patient ratio, teaching facility and physical infrastructure are available as prescribed by Indian Nursing Council norms.



4. In the reference fourth read above, the Chairman, High Power Committee while enclosing copy of the letter third read above, has requested the Government to issue necessary orders in the matter.



5. Government have examined the matter and it is considered that there is a great demand for nurses both in the State, country and abroad. It is also felt to consolidate and ensure that quality of training is of a high order. Mediocrity will not only impact on health service delivery, but also diminish the employability of the students. It is therefore consider the expansion of the system without compromising on the quality dimension. In order to achieve this high quality in nursing education, Government consider that only Colleges of Nursing be established and strengthened. All such institutions should be monitored and bring them to a reasonable standard of skill development.



6. Government have, therefore, decided to consolidate, strengthen and expand the Colleges of Nursing and to upgrade the existing Schools of Nursing to that of Colleges of Nursing without sacrificing the basic quality requirements and in conformity with the regulations of Indian Nursing Council, New Delhi. Government have also decided that no essentiality certificate/ permission for establishment of Nursing Schools shall be issued and the orders issued in this regard in G.Os first and second read above are reiterated. The proposals for enhancement of seats to Nursing schools shall not be accepted.



7. The fee collected from the applicants for establishment of Nursing Schools, who applied earlier in response to notification issued in 2003 and by Indian Nursing Council in 2004, and also for enhancement of seats to Nursing Schools shall be refunded.



8. The Chairman, High Power Committee/ the Registrar, Dr. N.T.R. University of Health Sciences, Vijayawada / the Director of Medical Education shall take necessary action in the matter accordingly.
