O R D E R:
In the G.O.1st read above Government orders were issued reserving 3% of the
posts in the State and Subordinate Services in favour of the Disabled persons by direct
recruitment. Proviso (ii) to Rule 22(2)(e) of the Andhra Pradesh State and Subordinate
Services Rules 1996 lays down that where special or adhoc rules provide for reservation in
favour of disabled persons, the 6th, 31st and 56th in each unit of hundred vacancies shall be
allotted to the physically disabled persons and where qualified and suitable candidates are
not available among the physically disabled persons, the turn allotted for them in the unit
reserved to the above shall be carried forward for three succeeding recruitment years and
these vacancies shall cease thereafter if not filled even them.
2. In the G.O.2nd read above, all the Heads of Departments have been advised to
identify the jobs which can be performed by various categories of physically disabled
without loss of productivity, specify the reservation and also keep Women Development
Child Welfare and Disabled Welfare Department informed and over all distribution of
reservation in the ratio of 1:1:1 for the Blind, Deaf and Orthopaedically Handicapped should
be maintained.
3. In the G.O.3rd read above, orders were issued providing 3% reservation for the
persons with Disabilities and earmarking the 6th, 31st, 56th roster points among the Visually
Handicapped, Hearing Handicapped and Orthopaedically Handicapped respectively in 3
cycles and reservation for women among them should be as indicated below:

4. In the U.O.Note 4th read above, the Women Development Child Welfare and
Disabled Welfare Department have requested the Revenue (CT)/Panchayat Raj and Rural
Development/agriculture & Cooperation, Finance, Social Welfare and Health Medical and
Family Welfare Departments to issue executive orders to implement the rule of reservation
for physically disabled in the present recruitment to Group I Services and inform the same
to the APPSC and later on, issue amendments to Special Service Rules. They have also
been requested to specify the special disabilities which would not be acceptable to the
department within the broad categories of OH/VH/HH in view of the specific nature of work
in consonance with the department’s proposals for amendment of Special/Service Rules.
They have also been requested to take assistance of Women Development Child Welfare
and Disabled Welfare department, if required, to arrive at these specifications.
5. In the meeting of the Special Committee constituted vide G. O. Ms. No. 12,
WDCW&DW Dept., dated 20.4.2006 held on 16.9.2006 it was discussed whether the
functional classification of disabilities accepted by Government of India for similar jobs,
wherever applicable can be adopted to the posts covered under the ongoing recruitment to
Group I vacancies. After thorough discussion with the departments, the committee agreed
to provide reservation as noted against each of post, on pattern of Government of India (All
India and Group A Services) as detailed in the Annexure. It is noticed that the roaster point
for VH to the post of Commercial Tax Officer was touched in the 1998 recruitment, but was
filled up by O. C. candidate, in view of the exemption. The Committee decided that the
next O.C. vacancy in the present recruitment, be converted into a disabled category i.e.
Hearing Handicapped (HH) by the department, since as per the norms now adopted by
Commercial Tax department, Visually Handicapped is not found suitable for the nature of
work involved. The committee also decided that all departments where the 6th roster point
for VH is being touched, shall advise the APPSC to select VH(women) candidate against
this roster point.
6. After careful examination, Government hereby accept the above recommendations
of the Special Committee.
7. Government hereby, accordingly, order that all departments of Secretariat and
Heads of Departments shall initiate a detailed exercise for identifying the vacancies to be
reserved for disabled in all categories of posts keeping in view section 32 of PWD (Equal
Opportunities, Protection of Rights and Full Participation) Act, 1995 if not done already and
take further action to fill these posts in accordance with such reservations.
8. All departments of Secretariat are therefore directed to take necessary action in the
matter accordingly.
